काठमाडौंमा एक रात सुतेको रु. 50 हजार (भिडियो सहित)

Written By Pikford Junior on Friday, January 31, 2014 | 7:25 PM

Koirala vows first draft within 6 months, statute within a year

CHITWAN, JAN 31 - Nepali Congress (NC) President Sushil Koirala has said that the draft of the new constitution would be ready within six months and a democratic constitution would be promulgated within a year of the formation of the new government.
"After I become the prime minister, be assured that the constitution will be promulgated within a year," said Koirala addressing a programme of Nepal Civil Servants' Employee Union at Narayangadh on Friday, "The constitution will be forged in consensus of all." He said that the only aim of the government would be drafting the new constitution.

Koirala said that efforts were underway to form a consensual government. The NC President made it clear that he would leave no stones unturned for the constitution drafting as it was almost certain that the upcoming government would be led by his party even if the parties went for majority government.

"Majority government is also an example of democratic practice," said Koirala, "My effort will be to move ahead taking all the parties in confidence."

UNICEF report says- Nepal makes tremendous gains in reducing under-5 mortality rates

Nepal has made "tremendous gains"  in the under-5 mortality rates, said UNICEF on Thursday, while urging governments across the world for greater effort and innovation to identify and address the gaps that prevent the most disadvantaged of the world's 2.2 billion children from enjoying their rights.

In Nepal, the annual rate of reduction for the under-5 mortality rate from 1990 to 2012 is 5.6 per cent. While the probability of children dying between birth and five years was 269 per 1000 live births in 1970, the rate dropped to 142 in 1990, 82 in 2000 and slid down further to 42 in 2012, the UNICEF report stated.

"It is interesting to note that this under 5 mortality rate of 42 is well below Nepal's MDG 4 target of 54. Disaggregated by sex, there were more male children, 44, not reaching their 5th birthday than female children -39. There are now more babies surviving beyond the age of 1 these days-for while in 1990 there were 99 babies (out of 1000) who failed to survive, the rate has plummeted to 34 in 2012," added the report.

Declaring that ‘Every Child Counts',The children's agency, in a report released on 30th January in New York, further highlighted the importance of data in making progress for children and exposing the unequal access to services and protections that mars the lives of so many.

“Data have made it possible to save and improve the lives of millions of children, especially the most deprived,” said Tessa Wardlaw, Chief of UNICEF’s Data and Analytics Section. “Further progress can only be made if we know which children are the most neglected, where girls and boys are out of school, where disease is rampant or where basic sanitation is lacking.”

Tremendous progress has been made since the Convention on the Rights of the Child (CRC) was signed in 1989 and in the run up to the culmination of the Millennium Development Goals in 2015. UNICEF's flagship report, The State of the World's Children 2014 in Numbers shows that:

- Some 90 million children who would have died before reaching the age of 5 if child mortality rates had stuck at their 1990 level have, instead, lived. In large measure, this is because of progress in delivering immunizations, health, and water and sanitation services.

Nepal ranks 59th (out of 194 countries, in descending order) in terms of under-five mortality ranking, a critical indicator of the well-being of children. The ranking of other countries in the region are Afghanistan 18th, Pakistan 26th, India 49th, Bhutan 57th Bangladesh 60th, Maldives 132nd, and Sri Lanka faring best at 136th position.

- Globally improvements in nutrition have led to a 37 per cent drop in stunting since 1990.

According to the Report, data from 2008 to 2012 for Nepal indicates that out of every 100 girls and boys, 29 are moderately or severely underweight, 41 are moderately to severely stunted and 11 suffer from moderate or severe wasting.

Despite the progress, the statistics in the report, titled "Every Child Counts: Revealing disparities, advancing children's rights," also bear witness to ongoing violations of children's rights:

- Fifteen per cent of the world’s children are put to work that compromises their right to protection from economic exploitation and infringes on their right to learn and play.

- Globally, eleven per cent of girls are married before they turn 15, jeopardizing their rights to health, education and protection while in Nepal (2005-2012) data shows that child marriage is still a major challenge. While one in every 10 women aged between 20-24 said they were married by the age of 15, 41% said they were married before they were 18-years old.

Data also reveal gaps and inequities, showing the gains of development are unevenly distributed:

- The world’s poorest children are nearly three (2.7) times less likely than the richest ones to have a skilled attendant at their birth, leaving them and their mothers at increased risk of birth-related complications.

In Nepal only 32 out of every 100 women in rural areas had a skilled attendant (doctors, nurses or midwifes) at birth compared to 73 in urban areas. Similarly, 82% of women in the upper wealth quintile were more likely to have skilled attendant during delivery compared to 11% of women in the lowest wealth quintile.

The report notes that "being counted makes children visible, and this act of recognition makes it possible to address their needs and advance their rights." It adds that innovations in data collection, analysis and dissemination are making it possible to disaggregate data by such factors as location, wealth, sex, and ethnic or disability status, to include children who have been excluded or overlooked by broad averages.

The report urges increased investment in innovations that right the wrong of exclusion.

"Overcoming exclusion begins with inclusive data. To improve the reach, availability and reliability of data on the deprivations with which children and their families contend, the tools of collection and analysis are constantly being modified – and new ones are being developed. This will require sustained investment and commitment," the report says.

Successful game franchises are doomed to be run into the ground

Say, old Buttercup had been a reliable race stallion through the years. He had his uses, he was always there when you needed him, and he probably made you a good amount of money at the track. But with success comes pressure, and the good times can't last forever. When your stallion starts to slow down, trip up, and stop winning as many races, you don't keep sending him in to underperform and disappoint. It's just that time to send old Buttercup to retire in that big glue factory in the sky, then saddle up a new colt. But that doesn't seem to be the developer/publisher's mentality for many of today's long-standing franchises. Instead, a successful game series is just doomed to be run into the ground, then beaten to death with a stick until money stops coming out.In an interview with Edge Magazine, Darby McDevitt, the lead writer on Assassin's Creed Revelations and Black Flag, said that the Assassin's Creed series doesn't have an overall ending planned. "Because all of history is open to us we see the universe as a Doctor Who type thing," said McDevitt. "There are so many possibilities we don't want to definitively end the universe, but we can have storylines that have endings." Essentially, that means that as long as there is a moment in history Ubisoft can use as the basis for another game, there will be another Assassin's Creed.

I'm not saying AC is on its last legs; I actually thought ACIV was one of the best games in the series. The Assassin's Creed series (or any game franchise) having a long life isn't a bad thing, but when a developer's plan for a story is just to let it go on as long as it possibly can, that brings up concerns about the quality of that series' future plotlines. As long as the developers can create meaningful stories within the universe, develop entertaining game mechanics, and maintain a high-quality production, hey, keep it going. But if a series won't ever end in a preconceived plotline, there seems to be only one result for that successful property: That cash cow will be milked dry until all gamers, fans, and developers have had it up to here (my neck) with anything franchise-related. After all, the end of a story is often one of the most memorable parts. All good things must end eventually--so is it best to leave on a high note, when we still hold a series like AC in high regard? Historically with games, the answer has been, no. Developers have been sticking with their known franchises for decades now; just look at how many Mega Man, Mario, and Sonic the Hedgehog games there are. It isn't really a new thing to see half a dozen (or more) games come out of a single series. It's just a shame that some of these beloved franchises never get the conclusion they deserve. They'll just fizzle out when they can't pull the money cart up the profit hill.

With so many of the last decade's blockbuster franchises coming up on 10 or more games, with no signs of slowing, it seems like having an unending game series will be an all-too-common theme. The problem is that when developers are popping iterations out so fast, players get burnt out on them even faster (Call of Duty, anyone?). And with games being so story-heavy, at what point do the plots just become utter nonsense (Kingdom Hearts being a prime example). So, the question becomes: When is the right time to end a dynasty? When the time comes, will developers give their games the send off they deserve?
